About
What is the SAF Registry?
The SAF Registry is a global system to record SAF transactions in a standardized and transparent way. It ensures that the environmental benefits of SAF can be tracked as they move across the SAF value chain and enable the claiming of these against regulatory obligations and voluntary schemes by airlines and corporate customers.
How is the SAF Registry different from other existing registries?
The SAF Registry differs from other registries for a variety of factors:
- It provides flexibility to its users in several areas including the option to choose among several formulas to calculate SAF emissions reduction based on its environmental attributes
- The allocation of Scope 1 and Scope 3 emissions reductions happens simultaneously in the system, which alleviates the risk of orphaned Scope 1
- The system will extend beyond voluntary markets to facilitate legislative claims, e.g. CORSIA (planned for late 2025)
- It will be interoperable with at least two registries to avoid double issuance
- It is free of charge for the first two years for all users to help minimize costs and administrative burdens throughout the SAF value chain
- It has enhanced user experience features including data parsing functionality during the registration process, customizable inventory view, generation of emissions excerpts, etc.
- The system will provide a State Authority account via which state authorities can track the SAF amount redeemed in their jurisdiction. Looking forward, this account will also enable validation of legislative claims and compliance verification
What is the cost of using the SAF Registry?
The access and usage of the SAF Registry is free of charge in 2025 and 2026 for all users. Starting from April 2027, a small onboarding/usage fee will be introduced to cover the system’s operational costs. All existing system users will be notified about the fee structure well in advance of the fee implementation.
Will the SAF Registry make publicly available information about the redeemed SAF environmental attributes?
Yes, the overview of redemptions is planned to be made publicly available on the SAF Registry website later in 2025. Scope 1 and Scope 3 owners will need to actively opt-in to appear on the public website.
Who can use the SAF Registry?
Following the initial release in April 2025, the Registry will allow for the following user accounts: Aircraft Operator, Supplier, Producer, Freight Forwarder, and End Customer. Throughout the rest of 2025, the system will gradually introduce the following user account roles: Intermediary, State Authority, and Carbon Auditor.
Can a company hold two different user accounts?
While this will not be possible in the initial April 2025 release, this functionality is planned for future releases. Depending on eligibility, a user may be able to hold multiple accounts. For example, an airline that is self-supplying SAF could hold both Supplier and Aircraft Operator accounts.
What is an SFU?
SAF Fuel Unit (SFU) is the Registry working unit, corresponding to 1 kg of neat SAF. The Registry enables operations with as little as one-hundredth of an SFU (0.01 SFUs, corresponding to 0.01 kg neat SAF).
Does the Registry accept other SAF units than kg?
Yes, the Registry accepts, displays, and allows for transactions of SAF in tonnes, US gallons, liters, cubic meters, and kilograms. However, the exact amount that the user holds, transacts, and claims is always converted to and determined in kg.
Who can register SAF into the SAF Registry?
SAF can be registered into the system by Fuel Producer, Fuel Supplier, and Aircraft Operator accounts, provided that the registrant is recognized under a recognized scheme or, in Aircraft Operator case only, can prove the ownership of the SAF batch.
Can airlines transfer SFUs to other airlines?
Yes, this is allowed by the system.
What functionalities do different user accounts in the SAF Registry have?
In the initial system release, the user accounts will have the functionalities summarized in the table below.
Register SFU | Hold SFU | Transfer SFU | Redeem SFU | Access Emissions Statements/excerpts | |
---|---|---|---|---|---|
Fuel Producer (FP) | X | X | X | X | |
Fuel Supplier (FS) | X | X | X | X | |
Aircraft Operator (AO) | X | X | X | X | X |
Freight Forwarder (FF) | X | ||||
End Customer (EC) | X |
What is SFU Redemption?
The SFU redemption represents the virtual consumption of SAF in the Registry. During the redemption process, which is irreversible, Scope 1 and Scope 3 emissions reductions occur simultaneously.
Can Scope 1 and Scope 3 emissions reductions be allocated at different points in time?
No, the recipients of Scope 1 and Scope 3 emissions reductions need to be specified at the same time, during the redemption process. This helps to prevent orphaned Scope 1.
Can the shipper and freight forwarder be allocated the same Scope 3?
Yes, they can, provided that the freight forwarder facilitated the service for which Scope 3 is allocated to the shipper.
What is an emissions statement?
An emissions statement is a document generated by the SAF Registry during the redemption process. It summarizes key redemption information including but not limited to SAF environmental attributes, and recipients of Scope 1 and Scope 3 emissions reductions.
Can I make changes after the redemption is completed?
No, the information provided during the redemption process, including the recipients of emissions reductions and the formula used to calculate emissions reductions from the use of SAF, cannot be changed after the redemption is completed. The redemption is irreversible.
Can I make commercial deals on the Registry?
No, all financial transactions happen outside of the Registry. The main purpose of the system is to transparently track, account for, and claim SAF environmental attributes and to issue emissions statements.
Interoperability
Will the Registry collaborate with other existing registries to avoid double-issuance?
Yes. While in discussions with all relevant registry operators, the SAF Registry has already agreed interoperability with 123Carbon and 4air registry. This should limit the risk of having environmental attributes associated with the same batch of SAF registered/transacted in more than one registry.
